Barrio Neighborhood Beautified With Garden-Community Affordable Housing

Pacific Wind Apartments Will House Families in Historic Carlsbad Neighborhood. 

CARLSBAD, CA, October 13, 2022: Affordable housing developer Innovative Housing Opportunities (IHO) along with development partner C&C Development breaks ground on Pacific Wind Apartments in Carlsbad, CA. Located in the seaside city’s historic Barrio neighborhood just a short distance from the coast, the project has been 10 years in the making and is the result of careful planning, knowledgeable leadership, and creative partnership.

Slated for completion in 2024, Pacific Wind Apartments will primarily comprise families, veterans, and others with special needs. The 89-unit complex’s five two- and three-story buildings will offer one-, two-, and three-bedroom units as well as a two-story community center. Altogether, the community will house approximately 465 residents that are 30% to 60% below AMI.

Pacific Wind is a city-sponsored neighborhood revitalization that includes 25 of 26 parcels on a single block. In 2013, IHO secured and sourced the parcels, which span 4.59 acres. That first phase of Pacific Wind consolidated ownership, unified landscapes, and built trust and support among the residents, neighboring community, and local government.

A small beach community, Carlsbad is tranquil and walkable, boasting an active downtown with a variety of shops, restaurants, and boutiques. Pacific Wind was designed by Bassenian Lagoni Architects to have a distinctive, modern look that complements the beachside architecture of Carlsbad and contributes to its small-town feeling. The massing, detailing, and material palette of the new complex was intentional to make it appear as if it has been part of the community for many years.

“We are committed to high-quality design that will benefit the mixed, multigenerational families and individuals who will live in IHO’s apartment community,” says Rochelle Mills, President and CEO of IHO. “A thoughtful approach to balancing community needs with careful consideration for the context will ensure the long-term success of the project.”

An engaging community program will be facilitated through the clubhouse, which will offer a teaching kitchen for cooking classes, activity spaces for toddlers and teens for afterschool programs, and classroom space for adult education and workforce development. Veterans, as well as persons with intellectual and developmental disabilities, will have access to social services.

Capitalizing on Southern California’s temperate climate, the development will incorporate play areas and patios for tenants to relax and enjoy year-round. Landscape design by Mzaki Design will combine native shrubs, trees, and greenery to reduce water use and complement local vegetation. The landscape will further the design team’s goal of ensuring that the site retains the same vibe as the community at large.

With a budget of approximately $56 million, the project has secured funding from a variety of sources, including Bank of America, California Municipal Finance Authority, City of Carlsbad, and National Equity Fund, as well as federal tax credits.

In addition to IHO, C&C Development, Bassenian Lagoni Architects, and Mzaki Design, the project team includes C&C Construction Services (general contractor), Candela Engineering (electrical), Gouvis Engineering Consulting Group (structural), SWS Engineering (civil), TAD Engineering (MEP), and VBK Consulting (project management).
